Do you know what to do if you have been arrested for solicitation of prostitution?

The Sex-Buyer’s Transformation and Restoration (S.T.A.R.) program is designed specifically for people who have been arrested for purchasing sex. The S.T.A.R. program is implemented by a buyer-informed non-profit organization called Demand Disruption. Demand Disruption’s mission is to fight the demand for human trafficking.
In exchange for selecting to participate in the S.T.A.R. program’s 2-hour orientation class, the DA’s office in the city or county you were arrested in may seek reduced penalties on the prostitution charge(s) you are facing.

Features of the S.T.A.R. Program

PARTNER

Buyer must self-select a partner who will attend the initial 2-hour orientation class with them.

ORIENTATION

Buyer and sponsor must attend and participate in a 2-hour program orientation.

CHECK-INS

Buyer and partner freely choose to participate in the S.T.A.R. program post orientation class and agree to have quarterly check-ins with Demand Disruption.

INTERVIEW

Buyer and partner both agree to be interviewed by Demand Disruption 6 months after the initial orientation class.

Have your defense attorney notify your DA’s office and communicate that you would like to sign up for the S.T.A.R. Program orientation class.​

Anyone who has purchased sex, whether arrested or not, can sign up for the S.T.A.R. program. The only requirement is the desire to stop the behavior of purchasing sex.  For men facing open charges, it is up to the DA’s office prosecuting their case to decide if enrolling in the S.T.A.R. program may reduce the penalties they are facing.  LPNP has no control over that.
A partner is someone who has a personal relationship with the person enrolling in the S.T.A.R. program. The buyer’s partner must be 18 years and older. They may be family member or personal friend.
While there is not a single path for everyone to take, one common point we have seen is that no one finds success alone. The need to share what you are going through, to invite someone into your journey and to give them permission to support you is an absolute necessity.
One thing is for sure, only those who want help get help. At the orientation class, you and your partner will be introduced to the full components, resources and opportunities available to help you. Whether you and your partner take advantage of this is up to you.
No. However, on a case by case basis, you and your partner may be able to register for a future orientation class. However, we can’t guarantee there will be one in your area or within the timeframe you may need as required by the DA’s office.
No, the program fee must be paid in full prior to the initial 2-hour class.
